While some clothes are simply cultural for humans we mostly wear them for comfort and protection. And being humans we just can't leave it alone. If the dragons needed clothes for the same reasons we do then dresses/kilts and aprons would work fine for them. Heck men and women humans were fine with dress analog clothes for thousands of years. We just started using pants when people found that they didn't get caught or tangled as much and were far cheaper to make.
